If he throws 3+ TD's and no picks and wins the game, then he has had an "elite" playoff run. But overall, no he isn't elite. If he wins, then I'll put him in the same class with Eli Manning. Good regular season QB, throws some picks, but gets hot at the right moment.

Flacco won't be Elite till he throws for 4,000 and over 25 TDS every year and still leads them on deep playoff runs, he's never thrown for 4,000 and never thrown more then 25 TDs, that tells me he's not that important on their offense, he's a game manager if they had an elite QB paired with that defense since Flacco has been there they would have at least 1 ring. Flacco is closer to Sanchez, Freeman, Fitzpatrick and Cassell then he is Rodgers, Brees, Brady, and Manning
