Sterling Shepard, Kevin Hogan could be draft-day steals

There are only two quarterbacks and six skill position players among the Scouts, Inc. top 32 for 2016. The dearth of upper-tier talent at these positions might make it look as if there won't be many impact players here, but there are prospects ranked as second-round or lower candidates whose metric reviews indicate they have the ability to make a tremendous NFL impact in the near future.

They include one running back who has some numbers that compare favorably to Todd Gurley, last season's NFL Offensive Rookie of the Year.

Wendell Smallwood, RB, West Virginia

Smallwood showed tremendous short-area breakaway ability last season. He led all running backs with 100 or more carries in percentage of rushes that gained 5 or more yards (50.9 percent) and had the second-highest percentage of rushes that gained 10 or more yards (24.5 percent).
