American Vania King also moved on, cruising to a 6-2, 6-0 win against Canada's Francoise Abanda.
Top-seeded Tomas Berdych will face Robby Ginepri, who defeated Alejandro Falla of Colombia 6-4, 6-2. Fellow American Tim Smyczek also advanced on Monday with a 6-3, 6-0 win over American qualifier Alex Kuznetsov.
John Isner received a first-round bye, as did Wimbledon semifinalist Milos Raonic of Canada. Isner, a finalist in Washington last year, won the Atlanta title on Sunday.
16-year-old American Francis Tiafoe, the world's sixth-ranked junior player and a D.C.-area native, makes his ATP tour debut Monday night against Russia's Evgeny Donskoy.
Other ATP winners on Monday included France's Benoit Paire and Tunisia's Malek Jaziri.
