ESPN's eighth annual Summer Forecast continued on Tuesday with a look at the 2015-16 Western Conference standings.

In the projections, which are determined by our ESPN Forecast panel, the Portland Trail Blazers are 11th in the West with a 31-51 record, a 20-win decline from where they were when they made the playoffs as a No. 4 seed last season.
