The NFL has already modified kickoffs by moving them up a few yards, increasing the percentage of returns that end in a touchback. Now, Roger Goodell is reportedly discussing a proposal to eliminate kickoffs entirely, off of an idea brought up by Tampa Bay coach Greg Schiano. Schiano's idea to have a team that's just scored start in a fourth-and-15 situation at its own 30-yard line with the option to go for it or punt is a radical one, but would it be a better way of doing things than the current system?
More kickoff changes?
Kickoffs can be incredibly exciting plays, but they're also among football's most dangerous.
Enough of an effort?

Can football be safe?
Changing fundamental aspects of the game might not be the way to go -- the game could be made safer through other means.
